With reference to your cypher telegrams of the 19th April and 5th May, Naval Commander-in-Chief, China, has been instructed that although the Home Office want every possible relief, he is to consider any vital le cal requirement; and that he is author- ised at the request of local authorities to requisition amall British tonnage to meet their requirements.

You are hereby authorised to appoint a Shipping Board to manage the requisitioned ships as to the needs of Hongkong if

necessary.
